/The Gill Foundation worked with Forbes magazine to update the criteria for its annual “Best Places for Business and Careers” list to include LGBT rights laws and protections.
From the article explaining the methodology change…
"In light of the controversies and corporate backlash regarding recent new rulings in Arizona, Indiana and North Carolina, we also factored in for the first time laws that protect people from employment discrimination based on sexual and/or gender identity. The state ratings were supplied by the Movement Advancement Project, which identified 18 states that offer protection for LGBT people and 18 state that are hostile towards them."
